How to get a new smart card driving licence?

I am holding a DL I want to get a smart card DL from Bangalore South RTA. How to get it?. What are its advantages?|||u may not be able to convert it right now, its only possible when ur license is due for renewal, ya if u have anyone in the RTO n if they are currently issuing smart card it may be possible.
